In a large bowl combine all of the meatloaf ingredients. Place in a prepared loaf pan, or form into a loaf and place on a baking sheet. Place in the oven and bake for 60 to 75 minutes.
With 20 minutes left on the meatloaf start the queso. Heat olive oil in a pan over medium heat, add in the shallots, and garlic. Cook until the garlic is fragrant. Whisk in the flour and allow to cook for a minute. Whisk in the milk and seasoning. Once completely combined add in the cheese and stir until completely melted. Last stir in the Ro*Tel and keep warm until meatloaf is done.
When meatloaf is done place on a serving plate and top with chipotle queso.
