In small bowl mix together flour, paprika, cayenne and salt. Place chicken in a medium bowl, pour the flour mixture over chicken and toss to coat. Cover the bowl and place in the refrigerator for about an hour.
Heat oil in fryer or deep pot to 375˚. Fry wings for 10-15 minutes, until they are a dark golden color to make sure they cook all the way through. When done frying place them on a paper towel to drain oil.
While wings are frying, in a small sauce pan melt down butter, add in the hot sauce garlic powder and salt. Allow to simmer over a low heat until completely combined.
Place wings in a large bowl, pour sauce over the wings and toss.
