Slice steak into 1/4 inch thick strips.
In medium bowl add steak strips, egg whites and 1 tsp. cornstarch and mix until the steak is nicely coated. Allow to marinate for at least 30 minutes.
While the beef marinates, in a medium bowl whisk together; water, sugar, ketchup, hoisin sauce, soy sauce, oyster sauce, sweet chili sauce, apple cider vinegar and crushed red pepper.
Heat some oil in a pan/skillet. While it heats remove beef from marinade and toss in remaining cornstarch.
Fry sliced beef in heated oil until cooked all the way through. Once all of the beef is done remove from the pan and set aside.
In same pan sautee the onions and peppers. Once they soften add in minced garlic and allow to cook for about 1 minute until it is fragrant. Remove vegetables and set them aside with beef.
Add sauce and allow to cook for about 5 minutes to allow sauce to thicken up. Add beef and vegetables into sauce and toss so they are completely coated and allow to cook for a couple minutes.
